It takes more energy to perform electrolysis of water than you get from burning the resulting gas. It simply can not sustain itself, it requires an external energy source. Otherwise, you have a device which outputs more energy than it consumes, and if that were possible, then you’d be essentially creating power from nothing — and you wouldn’t need any fuel at all.
